Luis GraciaandGitHub db5211eb38 Support actions triggered by a tag (#96) 
The original helm/chart-releaser-action does not work on actions triggered by a tag because the `lookup_changed_charts` will never find differences in the charts. The problem is that `lookup_latest_tag` returns the tag that triggered the action, which is the current commit analyzed by `lookup_changed_charts`.

This simple solution skips the current (tagged) commit when searching for tags.

Bharat KunwarandGitHub 06d81fa7f6 Tag release with commit hash of the tip of current branch (#42) 
At present, the tip of the default branch is tagged with the release.
This is not ideal if we want to make releases out of non-default
branches. Use the current commit ID as the input when invoking `cr
upload` so that the releases are tagged correctly.

Reinhard Naegele 5789f54dea Remove TypeScript 
This removes TypeScript and all dependencies and only keeps a simple
Javascript file that does not have any dependencies and can be run
directly. There is not need for an NPM build any more and we just
call a shell script via Javascript.

With this, we no longer have to commit node_modules and Javascript
compiled from TypeScript code. Also, the shell script can easily be run
directly for local testing.
